This article on SEOmoz.org gives examples of web searches that help you finding them as well as sites where you can leave comments and directories to submit your site.
I've recently created a way to simplify the manual link process which I believe is a really good free resource. I think webmasters have all but given up on manual linking because of the complications involved. My new site makes it extremely simple
1. everyone wants to exchange links 2. everyone is contactable 3. everyone states which page your link will appear on 4. everyone is using similar text links with a description 5. everyone can see what keywords they have in commonand all you have to do is paste the url of the page you are going to put links on.
